She complains about the noise too! What doesn't help is that on your block - in case you don't know - there's a home for high functioning mentally disabled adults. My teacher told me that sometimes at night she hears the noises from the ya'ar in back and the noises from the home in front. She said it's very eery. But she also says it's very rare and unless you know what to listen for, you can't hear it. What you mentioned - with the noise at 3am - has happened before and there are many people in the neighborhood who will do something about it, if not my teacher herself. So hopefully it'll get better soon. Connect with your neighbors before calling the police yourself is my advice :-). Good luck!
